All he does is q all day every 3 seconds without wasting mana (bcuz his passive) until you are either really low or dead. And he still have his stun, slow, and that long range ult. Eventually he have tons of farm while pushing you out of lane and bursting you really hard. 
Some like to dodge. The rest apparently like to get hit.
Assassins... and avoid his stun that's the only thing that gets me other than that kick some ass and take some names.
It's only a 3-second cooldown at max rank, level 9. At that point, if your jungler isn't trying to help you, either other lanes are in more desperate need, you have a bad jungler, or you're not asking for help and should start doing that.
Play someone with a dash, like Kat, Lb, Diana, akali, etc. hell I bet a xin meta breaking mid would be a big pain in the ass. Blue ez on paper sounds good but I usually smear them when I play xerath (my fave choice for mid)

if you are AD and desperate. And of course don't stop moving, its harder for someone to judge a skillshot against a target that is never still.
