Because it was a really damn stupid buff.
More damage for tanks? So the class that was supposed to be gated by their weaker early and lack of damage relative to other melee gets more damage? Essentially helping to mitigate their only weaknesses?
How was this supposed to actually improve the game´s health at all? Furthermore tanks right now are not bad at all and there is even one that is considered a top tier pick being Ornn.
Lets look at Diamond winrates for some tanks in different lanes.
##Toplane
- Poppy : 53% winrate
- Singed : 53% winrate.
- Ornn : 52% (very high pickrate unlike the rest)
- Malphite : 52%
- Shen : 51.5%
- Maokai 50%
- Cho : 50%.
So in the toplane alone we have 7 tanks being either great or at least viable with little effort, and more if we consider that mains will have higher winrates.
##Jungle
- Rammus : 55%
- Zac : 54%
- Nunu : 53%
- Amumu : just short of 50%
Here we also have at least 3 really amazing tank and a alright one but jungle right now is notoriously harsh in terms of what it demands from the champions you want to play there, if you wana succeed as a tank here you are gona have to at least semi main it but if you do it should not be too hard.
I personally like to play Sejuani in here sometimes and my last few games on her were quite successful, despite her terrible winrates right now.
##Support
Thresh : 52%
Blitz : 54%
Taric : 51%
Leona : Just short of 50%
Notably there is a support tank with a high pickrate but also a bad winrate, Nautilus.

So my overall impression of someone saying tanks as a whole are bad with the above in mind?
Someone is either playing one of the truly weak tanks and saying that all tanks are weak or they are playing one of the good ones and failing......both options seem to indicate the person in question has their head buried in the sand and are unwilling to look at the overall picture and instead are taking the easy way out.
