Does anyone know how to beat him? It doesn't seem like it matters how hard you beat him early game. He can have 2 items compared to everyone elses 3-4 and still one shot me. One of those items can be a tank item aswell. What is your game plan vs this champ?

Stop being bad. Fiora, Renekton, Kled, Mordekaiser, Darius, and Garen all do ridiculously well into him. So can Illaoi for that matter. Rush MR, you stat check him for the first 15 minutes of the game and can shove him into turret and roam to impact the rest of the map.
Don't let him get near when his Q bar is about to fill up. If you see him E charge while his bar is close to full, he's stalling it to combo you with E and empowered Q plus ult with flash, so just back off when the Q is coming up, a fairly easy concept. Buy grievous wounds, be it bramble vest or mortal reminder.
He will never be able to duel out a half decent Renekton/Kled/Fiora or even a good Darius once that Darius builds spirit visage and merc boots. Ditto for Garen.
If you eat every single empowered Q even though it's even more telegraphed than Annie's stun charges, you deserve to die.
