is the only purpose of this item's existence just to make solo queue more of a headache??

It's a big risk/reward item. If someone has confidence that they won't die and will get kills/assists, then it's pretty snowbally, but if they do get shut down they can be fairly set back in terms of items.

I don't know that it's necessarily better/worse in solo queue. While more organized teams might work together to get rid of your stacks, more organized teams are also better able to peel for you.

At really high levels of play where kill numbers are relatively small it's borderline trolling levels of disrespect ("Not only will you guys not be able to kill me, I'm betting I'm going to kill you enough that this is worthwhile!"), but spicy items like that are fun.

That's an ancient item from season 1, which is before my time. The risk/reward on that item operates a bit differently from a quick google though, so I'm not sure it's quite comparable.

Sword of the occult is the AD version of mejais, but it was more of a noob trap in the majority of situations, since it only really offered AD, and the majority of adc's want AD+crit or AD+AS or similar, so there was very few champs who could viably get it and have it be a good buy even if they could reliably stack it. Mejais is potentially useful for a much larger pool of mages(/supports), who also tend to be longer ranged and/or have self peel in order to stay alive than AD champions.

I remember going Mejais and sword of occult on gangplank (I was pretty bad back then) and it worked out pretty good
