To be honest, I even feel more like a sniper with Jinx than with Caitlyn - I mean, what feels better than seeing enemy low health, predicting their movement and shooting your giant rocket between others and, BOOM, the perfect snipe baby~!
But still:
- Caitlyn's ult can be blocked by enemy Champion standing in the way of the shot.
- It can be cancelled by various things (for example Fizz jump, during which he becomes untargetable)
Now watch this:
You see enemy on top lane, low health, perfect target for your ult.
You position yourself in safe distance from the enemies, and there are two outcomes:
- It crashes into enemy jungler/midlaner
- It deletes your target
- You get interrupted
So you want to ask me why it feels unfair compared to for example Jinx/Ezreal's ult?
- Jinx ult can't go through the Champions to hit the enemy you aim for, so it will crash on the first target met.
- Ezreal ult can go through units, but deals less damage as it goes on through more things.
- Jinx/Ezreal ult go in straight line from the point you shoot it - so it can miss or not, depending on the enemy's movement.
On the other side, Caitlyn's ult targets the enemy. He will be marked, and the bullet will go on, and on and on, until it will hit the enemy Champion. Unless you can become untargetable or someone blocks it for you, you are marked as dead.

It may be a thing for the "sniper wet dream", but as the day goes on, look at yourself. How would you enjoy being marked for death, without any chances to escape? You can't heal in time, you can't recall, you can't avoid this. Only someone else may save your life, but that works only IF there is someone to sacrifice himself for your own good.
Oh, wait a second, I just made myself laugh so hard.
I mean come on guys, going into for example ranked and expecting a random dude to take a bullet for you? Am I the only one who instantly laughs at this?

cough
As I said, it might be a thing for "sniper's wet dream", but it would have no real counter play.
While we're talking about Caitlyn's position as Attack Damage Carry, she is pretty strong right now.
Her range, 650, is the longest range of marksman from the level 1(Tristana gains range based on level up to 669 lv18, Jinx 700 with Fishbones max Q level, Twitch 850 with ult - but it's not the base-base aa range). With maximum range headshot, Caitlyn has the range of 1300, and while using Runaan's, she can send three bullets over more than double the distance of the typical's adc's aa range.
While at it, her power comes mostly from carefully placed traps, that give her the control over an area. She definitely gives off the vibe of "Perfect and I-Had-This-All-Planned Sheriff of Piltover" with this.
Though her Q is kinda lust-lacking unless you hit it while enemy stands in Yordle Snap Trap.
But her power comes from the positioning and your own overall idea how you want to play it out right.
The idea of the Ace in the Hole being global ultimate is as unfair as MMR in some cases of ranked games.
You can also compare it to the new game mode, Nexus Siege! As you may already know, there's a thing called "Obliterator", used only by Defending team. "The Obliterator will kill all enemies in all lanes. All of them." So if you won't get out of the range of "Obliterator", you're dead. It would be the same thing for the Ace in the Hole. You can't get someone to block it for you? You-are-done-for.

So as we are in this topic, Caitlyn I mean, we can agree on one thing.
If we would like to make Caitlyn more Sniper-like, we would have to change her kit almost completely.
Going by the idea of stealth, movement prediction, deadly traps. Respecting the vision and predicting opponent decisions. And with this - the only thing that would stay in her kit, would be the Yordle Snap Trap.
But while at it, if we would give Caitlyn thing like "stealth in bush, while using the Ace in the Hole, revealing units in range of X", she would feel like top tier sniper, but still would be the easiest target(Remember kids, pink wards exist, Rengar's ult exist, and so on).
So that's just a joke-like thing I said in last part.
Big congratulations to the ones that were able to read it all!
