As a Support? I'm thinking Nami, Thresh/Blitz, maybe Alistar or Morgana as the game progresses. Personally, I'd recommend Galio, though that's mainly just because he benefits from building Magic Resistance.

As a Marksman? Erm... I can't give much help in this department, but I'd say someone that can take a beating, dish one out, or some form of utility or escape. Graves comes to mind, possibly Tristana. Ashe and Miss Fortune even feel like they could work. I'd like to say Urgot has a strong enough early game that he might end up dominating the laning phase, but that comes with plenty of risk and depends on the circumstances, especially since he tends to fall off the longer the game progresses.

Item-wise, Magic Resistance will be helpful. Just buying or and holding on to it can help enough to survive his damage, and you can upgrade it or sell it later on in the game.

Boots: Mercury's Treads (Magic Resistance + Tenacity for that Brand Stun)

Supportive Items: Locket of the Iron Solari, Mikael's Crucible

Offensive Items: Athene's Unholy Grail, Abyssal Scepter

Defensive Items: Banshee's Veil, Spirit Visage

Other Items: Zz'rot Portal, Banner of Command

Marksman Items: Quicksilver Sash, Hexdrinker, Guardian Angel
