Gangplank nerf #2?

Was Gankplank nerfed a second time? I understand he was nerfed in his W-mana cost and ultimate damage. But I played him today and felt everything had been completely nerfed to the ground, the ultimate did even less damage than before, Q did less dmg, W Same, E - did no damage to even there mid-laner. I understand why he was nerf in the first place but compared to , I did completely nothing, even his split pushing ability was gimped because even if there support came to stop me I'd have to run because I'm harmless and can't kill a solo support, I'm not trying complain but it odd to have other top laners have such a strong presence but just feels like I do nothing, beside tickle there adc with my Q.
