terrible thing in all honestly, because that means junglers wont appear till like, gold (or even half decent ones will need to be gold in order to practice.) the farthest you could maybe go is give someone without a smite summoner spell decreased gold/exp from killing jungle creeps, but even then, that's a stretch because it could impact counter jungling if your midlaner decides to triangle farm
