Tier restrictions on champs

So I've come to the conclusion that riot needs to implement restrictions on certain champions being used in ranked matches. I can't count how many times I've seen someone play a high skill cap champion and get completely shat on in my low elo matches (vayne, riven, yasuo, etc) because often times these same players have not even mastered those champions. It's extremely frustrating to play with those players on your team because they basically inflate the power of the enemy team.

The solution to fixing this would be for Riot to make a suggested champion lost for each elo based on skill requirements and those champs would be the only ones allowed in matches with the only exceptions being allowed would be champions that I played has achieved a high mastery on.

For example, a bronze player would have limited access to low skill cap champs (Ashe, Annie, Garen, etc) but if they had a high mastery with a champion outside of the low skill cap champs in their tier, then those champs could be used since chances are they won't feed nearly as bad.

Thoughts?

He would probably be in a gold tier since his skill cap is higher. This is not saying people could not play high skill cap champs in normals or regular draft. This restriction would only be on ranked matches.

sorry but this is just fucking dumb. "Im salty about players that had a bad game and now im going to rage about it on the forums and call for a restriction on what people can play"

Its a game, they are gonna play what they want to play. get over it

Umm no. I'm not raging. I just find that it makes no sense that players can pick high skill cap champs in ranked and not have the knowledge to play them well

Why elo though. Why not based on mastery points? I was a hella good vayne when I was in silver, better than a lot of gold vayne players.

You guys didn't read where I said the restriction would not count on champions where you have a high mastery already accomplished

Why do people say yasuo has such a high skill cap? I feel like I've mastered a good amount of his kit with only like 10 games on him.
