Is Rylai's Crystal Scepter even worth building anymore on Viktor?

I am one of the few people who still plays even after the huge nerfs on him and rylai's. I am starting to think that is shit now on him because of the terrible stats compared to most mage items and the slow isn't even that good anymore. I believe that building something like and instead would be better because the stats are much better even if they are more expensive. Does need the slow from that bad for him to do well or can he skip it to get an item that provides more damage and better stats?
