Its not a bad idea but it just a) makes BoRK stronger and every other % health damage, except executes, and b) doesnt address things like + Sudden Impact/Cheap Shot or Cleaver + lethality stacking.

What we need are nerfs to Hunter runes, buffs to the HP scaling shard rune, defensive items being more effective and Ult CDs raised on certain champions/ratio nerfs on a lot of others.
