Just wondering...

are the "on-hit effects" on ruunan's hurricane still implemented?

I ask this potentially stupid question because i read on either 7.10 or 7.11 patch notes that it would lose this mod. However, last night i read the in-game description and it still reads "...applies crit and on-hit effects" (unless they changed it between yesterday and today that is). Any help?
