The game is SO MUCH more fun without it, really. All these junglers who usually uses devourer are actually in the balanced spot again. Not only that Devourer causes balance issues, more importantly it promotes AFK-Farming and single-hand carrying in a team-based game (how ironic is that?)
QQ it up, if you guys don't know how to take advantage of the other team's devourer jungler before he can get sated, that is on YOU all. You should be glad when you see that happening and you should be jumping all over that jungler and his team BEFORE he has time to get sated. Move with a purpose or get smoked mid-late game. 
Maybe there's not actually a bug, and Riot's keeping it disabled for the rest of eternity.
Fix the bug and enable 25% of the jungle item paths, for those who dont understand how to play against it dont cry, just try to improve.
