the ad focused build of build caused the item to be abused by some marksmen pretty heavily.
it became better on skirmishers, assassins and marksmen to use against champions like darius and garen, than on the champions its meant for themselves.
this is why they changed the recipe back and put more health into cleaver, because adc and skirmishers simply dont want health over ad, while health is almost as useful for juggernauts as the ad.
i agree, that darius and garen are mostly rushing triforce in this meta, because cleaver feels weak when fighting the more prevalent bursty/squishy champions.
they could just increase the health on cleaver by another 50 to 100 to increase the cost efficiency, and allow the juggers to fit another ad item easier into their builds.
like on garen it would be easier to build 
, on darius it would be easier to fit 
into his build for the auto reset, and illaoi could easier fit 
into her build, when she has more defenses from cleaver.
they could also decrease cleavers price by 50 to 100 gold, considering its not powerful enough to be the big core item anymore, but an item you use to amplify the damage off bigger items.

Black Cleaver is so useless. Riot completly ignores the item for some reason. But keeps buffing Adc, support, tank and mage items.
Black Cleaver can't be better as a solo item and also have armor shred for your whole team.

Honestly when they first made that change I did pretty okay on Riven with a first item. I had enough base damage to survive and enough early defense to be able to survive trades pretty well. It's also cheaper than a , so you get CDR earlier. Not as much damage but the survivability made up for it.

No. Garen used Triforce for the puposes of burszing oeople down with his Q rather than shredding them.
Be thankful you get an item that's 100% gold efficient even before its broken passives.
Tanks have all the issues of building black cleaver and don't even get nearly as powerful an item spike out of it.
