I've been watching many different LoL Pro's...they all say the same thing. I wouldn't be surprised if this does happen in the future.

They did do something a year ago. http://na.leagueoflegends.com/en/news/store/sales/starter-t3-runes-permanent-discount-2-weeks From recent posts it seems like they're planning a rune rework for preseason at the earliest.

Preseason 8? Oh great Let's wait another few months.

They have to wait for everyone to be using the new client (at least Midseason if not longer to make sure it's completely better than the old one especially for low-end computers). They also can't get it done for midseason because it would disrupt everything too much and make it hard to read and tweak the tank itemization changes in time for the end of the ranked season and Worlds.
