is laners getting sated a real scenario?
I mean 30 stacks would take quite some time to farm outside the jungle.
It doesn't sound realistic for a laner to want to get it no matter how good it may be.

biologist111 votesWell you get it from take downs (kills/assists). Also Scuttler gives 2 on the killer and I'm not 100% sure if you need to kill or just take down the dragon/baron to get 5 stacks (the 5 stacks is certain). And you don't need it in laning phase you just rush your skirmisher smite/chilling smite and for your third or fourth item buy it. But most likely you will be punished in laning phase.
