SIon and Rek'Sai ults should have a global visual effect

if you know what telegraphing is skip this first bit. Telegraphing is any animation or sound effect that plays before an ability goes off. a good example is 's Q. she goes "hah" and then aims her gun in the direction she is going to fire, letting you know what's about to happen.

Some people play without sound, so having ONLY a sound effect on and ults is annoying. obviously when you see them they have an animation, but as it is a global ult they can do it from the fog of war.
