[Client] Queue dodge penalty and Dynamic Queue

Disclaimer: Probably not a bug, but still probably not intentional

With the old queue system, you can group up with friends even if you dodge a game and wait for your dodge timer to pop and then go straight into a game. With Dynamic Queue, you have to wait until after your timer pops before you can join the group, which is annoying
