How can cloud dragons be made more desirable?

In the dragon food chain, these poor creatures seem to be at the bottom of EVERYBODY'S list. From what I've heard and read, even the Ocean Dragon has its role in specific comps. I was wondering how the Cloud Dragon could be improved to make it more desirable in certain comps as well.

My idea was maybe to improve the effectiveness of the explorer mastery such as a % increase on the 15 speed in river and bushes. I know not every champion takes this mastery, but it can certainly have a synergistic impact on some champions (particularly roamers and maybe split pushers) who do take it. It could support mastery diversity.

Building upon the above idea, what if it were to increase effectiveness of a certain tier of keystone masteries so that explorer wouldn't be thrust upon the unwilling?

Again, it's just an idea. I'd like to see what others think of it. If I as a player am merely misinformed, I'd like to learn from these mistakes. :)

Things to keep in mind:

  • Can it be abused?
  • Could this be the wrong approach at changing it?
  • Can it be improved in its current state as opposed to my idea?
  • Can it be desirable without being unbalanced?

Implying the infinite sustain dragon isn't good on all teams

There are tons of things they could do. In terms of keeping it just movement speed, it should be higher and work in combat.

One dragon has to be at the bottom of the list. I'm fine with it being the one it currently is.
