@Meddler Can you please consider slightly lowering the cooldown on Quinn's abilities in 6.17?
They're just too high for a champion with only two damaging abilities. Her Q received a nearsight duration nerf, which is fine, but adding the cooldown nerf was unwarranted, putting it on a near 12 second cooldown at level 1 (same CD as her E).
She's too much of a sitting duck in the early - mid game.
