Varus cd???

Ok let's talk Varus. Mainly, his W. Beginning of the game you start off with your W at 46 sec cd. Who ok'd this? When you get your first cd item, if you go that route, you are brought down to 36 sec cd on W. Ok, that's good? But this is where is stops being good and starts being bad. At 20% CD Varus' W is at 32 sec cd. Wait, what? How is that mathematically correct though? If anything it should be 26% cd, but it's not. When Varus is at 40% CD his W is at 25 sec cd. Am i the only one actually not getting how 40% of 46 seconds if 25 seconds??? Also who in the 9 hells actually thought it would be a great balancer to have his W at 46 seconds at the very beginning, its the most integral part of his kit, so why give it such a bad nerf???

because he was fine before he even had that active ability, it would be insanely strong if they just randomly gave him another short cd active ability

All Varus' cooldown are ridiculously high for no reason at all.

His W is used as an execute for his q. You only use it when they are below like 300 health since it does % missing health dmg. If you are using it to poke the enemy you are wasting it. It has a fine cooldown for the power it holds and it should really only be used at the end of a fight.

Honestly just give him a complete VGU at this point, everything about him is just bad from General Visuals, VFX/SFX, Model, Animations, Lore, Kit. He needs to be completely redone at this point because everything about him is extremely inconsistent.
