Can anyone explain to me how a 90% point and click slow has been in the game for so long without a nerf? Makes 0 sense as to how that seems in any way balanced. Should be reduced by a large amount.

Cause its single target, deals 0 damage, has a short range, and its user is strictly melee with no MS buffs or gap closers.
Its perfectly fine.
Zilean has a point and click slow that immediately applies a 99% slow. Not built up over time.
It should NOT lower attack speed considering the amount it already slows, and he should not be able to cast it again before the duration ends, that is just mind boggling to me
Did You Know:
Wither's AS slow used to go up to 95% until 2013, when that component was reduced by half.
Without a nerf? It used to slow Attack speed by the same amount, it used to have more range, and his ult used to increase the range of it.
