Cool Idea for Runes+ Summoner Spells for next season

I think a neat idea I would like to see in preseason is:

All Champions basically get unsealed spellbook.

Runes can be changed when at base.

First, about unsealed spellbook. Every lane is taking TP currently, and its quite understandable, its very good. You get ganked, or chunked, you can base and jump right back into lane. The problem is that games with 7 teleports, early on it isn't conducive to action. I think there are lots of windows to use multiple summoner spells, and I think it would increase skill gap in mechanics that every player can abuse, as well as not being super punishing for players to take aggressive runes if they are unable to snowball. Taking ignite should offer you a window of aggression, not define your playstyle for the entirety of the game.

Second, regarding runes. Obviously, some runes would need changing. You can't have everyone base at 9:50 and swap to free boots, then change back to other runes. If balanced correctly, I like the idea. Keystones offer different playstyles. A lot of melee champions take Grasp into Jayce top lane, because it if a difficult matchup in early levels. Jayce, who has a strong matchup into every champ, takes runes which abuse the early levels. At around lvl 11, both champs ideally would want to swap to something else if they could. Jayce doesn't need Aery for auto harass, he would rather have electrocute for good burst damage. A Fiora would prefer to switch over to Conqueror for additional healing and damage.

Lots of current Runes would be busted, but with some good balancing(a staple of Riot Games) I think overall gameplay would improve. Players aren't pidgeonholed, and I think there would be more room to distinguish skill. I think it would be easier to snowball for strong players, which I know some people would dislike. However, these changes would affect every champion and give all of them additional gameplay without changing too much.

Additionally, you could log in immediately to game, and do runes/summoners at the beginning of the game. Cut down on load time. Big Plus in my Books! :)
