Riot needs to fix surrender

This game is driving me insane. Legit wasted 45 minutes of life. I am trying not to be toxic, and generally I'm not at until the 3rd surrender vote fails. Because the bot lane was 0/4/2 and 1/5/1 at 10 minutes. And because they don't vote, I'm screwed. I think I have some ideas for surrender or team fixing that will prevent me from going full IWD season 3:

1: Vote kick in champ select - Ever get that guy that starts flaming because someone won't give him his role, or someone picks a champ he doesn't like? On your promotion series and someone wants to play Braum top? Teams should have the option to vote kick a player if all 4 members don't want to play with that person. I don't think the person should be on time delay, but he should have to reset his Que timer.

2: Surrender vote should be 3 out of 2 - Majority should rule. You can ranked with a Duo, and the duo can hold a game hostage because "I know I'm 0/10/0, but Kog can carry lategame".

3: The Mercy Surrender - Sometimes its 15-0 at 6 minutes. RIOT, don't force people to play another 14 minutes at the threat of ban, and expect people not to be toxic. I think something fair would be a 10 kill lead before 10 minutes allow the mercy surrender, and maybe increased to 15 for the 10-20 minute period. If we are getting destroyed and I legit can even enter lane, the only thing I can do is flame the teammates responsible for the circumstance.

I don't think any of the these changes are that bad, and will help get players that are fuming escape the game and got on to the next one. We all want to win, and forcing us to participate in a losing scenario is not the best way to make us less toxic. I don't really care when people lose lane, it happens, but when a game is over and its impossible for me to leave, at risk of being banned if I alt+f4, I start getting really ticked at my team. Players need release valves from games they are getting destroyed in. I think the recommendations I made are fair for both people who are trying to win and people want to get the F out of their game.

It sounds to me like the problem is not how surrendering works, it's you.

They really should redo surrender. But in my eyes if anyone is in a party 2-4 the surrender should count as one. Mainly so they are not in charge of abusing the system. Then of course this wouldn't lead towards people in groups 3 or more to bully others, or fake surrendering and then having it go through.

I'll admit, a surrender vote failing when it's 3 yes to 2 no is annoying and makes no sense...

However, making it so if I'm que'd with 1 or 2 friends makes that a automated 1 person vote if we all vote the same thing will cause a lot of drama. I've had times were I've been que'd with 3 other people, so we only had one random. We were all having a bad game, and decided to surrender rather than continuing and to move on. Even the random agreed.

When we started the surrender, the random then voted no and got mad when the surrender went through since it was 4 to 1.

Now imagine if it was a with that type of of vote system. 4 pre-made, a surrender vote starts, they all say yes. Random says no. Surrender vote fails because it's tied 1 to 1 since the 4 votes only count as 1. Random then proceeds to get annoyed that 3 people didn't vote or the 4 man pre-made all afk's/trolls/feeds/whatever all because they don't want to be in the game anymore.

As far as I've heard, Riot is testing out a surrender option at 15 minutes vs 20 we have on live right now.

the most toxic situation i have ever been in is being stuck in a 40-7 game for 45 mins with the enemies not trying to end and just farming kills and every surrender vote failing 3 to 2.
