ok, there are 2 playstyles, those who would tell you to focus on last hitting and reserving your Q to harass during the early game until you can get some mana/cdr item. they build armor/mr/hp runes and focus on keeping even with their laner and making sure they dont fall behind. its an ok playstyle, but you're just forcing a generic mid laner play style onto veigar. they last hit with their autos, reserve their meteor to push the wave when they need it and they rarely use stun if at all unless its during a gank. they dont end up with as much Q farm, but they are generally more safe and prevent deaths, snowballing, and falling behind.

the other play style is to go real ham veigar, you go greedy with your Q stacks, you tower hug and you favor ap/Mpen/mana regen runes, you try to stack as much AP as possible without taking harassment from the enemy laner and you stay far enough back(preferably near turret to deter ganks against you). and you just focus on your Q farming without pushing the wave at all, instead you Q just 1 minion or very low hp minions, and auto/meteor when needed to not miss farm. (this results in the best bonus AP, youll have around 60+ at 10mins, 150+ at 20mins, and 260+ at 30mins) the + amount is pending kills, cannon minions, dragons, barons, blue buffs, etc etc. and ofc, limitless stacking.

in the team setting its best for veigar to stay back altogether and wait for the middle of the fight to come on in with his stun and combo and clean up on targets. you dont want to ever get caught as vegiar because its almost certain death. however his stun can still be used to take objectives and force a fight or to run away when needed.

the preferred items for veigar are item 3135 item 3003 item 3285 item 3165 item 1311 item 3089 item 3157 pick what you need, other items shouldn't be considered unless its as a counter item. banshees veil and guardian angel can also be added in as needed in the very late game.

on the occasion you're in an hour+ long game, and have over 1400+ AP, you can replace other items for more CDR focused items, that way you can have your Q and stun up more often.

overall though your job as veigar is to press R on the opposing enemy AP mid laner asap and take them out, and get as many stuns off as possible. harassment with Q is an option however you expose yourself to flash engages or other long range harassment. its still veigars preference to let others engage first and he can follow up. (he is no longer the initiation because his stun is no longer instant).

overall, i prefer the hyper farm veigar so i can carry the late game and destroy whoever i target. veigars biggest issue is getting a team together and to prevent dives, veigars biggest weakness is a dive to his face.
