Hexdrinker's CD should be increased.
We all know Hexdrinker's that item that makes it hard for mages to succeed in bursting someone down. And although I think it's slightly ridiculous a 1300 gold item can do so, let's accept that it's needed for some melee champions to win matchups against burst mages.
But I think it's too strong: it pretty much negates 160 magic damage at level 6, in addition to giving 35 magic resist.
So if you're Syndra, your ult does 300 damage and you would normally do 300 * 0.83 = 250~ damage against a 20 magic resist target, Hexdrinker makes it so you do 300 * 0.65 = 195 damage. Reduce that by another 160 for the shield, and your impressive 250 damage has been reduced to 35.
And Hexdrinker has a shorter cooldown than your ult, so it'll be up every time you can ult until level 11, when your CD becomes 100 and your CDR should be sufficient to put it under 90... but even then, that assumes you ult him off CD.
I think preserving the item's current strength is fine, but increasing the CD would give burst mages a larger window to play around Hexdrinker. 90s means it's up more often than an ult in the early game.
