Yasuo and his ult CD

Disclamer: I don't hate Yasuo at all and it's actually my favourite matchup. But this makes me wonder...

I thought the target needs to be knocked-up for Yasuo to ult him as a POWER GATE due to him having no real CDs - but it's used as a reason for it to have lower CD... Do I miss something here?

it can be difficult to land a knockup on exactly who you want without a team to back you up. And his ult will either result in him dying quickly or a larger teamfight breaking out. It is a power gate due to the fact that he himself does not have a reliable knock up in his kit that he can abuse to use his low CD. At least thats what i think.

...or he ults and the target manages to flash/dash/blink away after that, that's the scenario with every ult there and Yasuo's no exception.

And when he dashes through you and uses Q, that's point and click knockup, so that's also reliable.

And having no CDs on your basic spells is already way too good (plus don't forget he has 2 passives). It's just that they nerfed several fighters' ults CD, because they were "always up" and it seems not fair to me, because Yasuo's IS always up - I even saw him use it twice per teamfight in late game when it has 27 s CD!
