Yeesh, grammar. I'm sorry but this was a little hard to read.
On a slightly more serious note, you have to be fair to the Jungler in question. Some Junglers' banks simply won't work without, say, their ultimates unless the opponent laners are incredibly pushed up. I mean, diving towers is one thing, but if you just plainly lose a fight from the middle of your lane for example, you simply can't blame the jungler for that.
You also have to consider how far behind a laner is to their enemy laner. If they are behind by more 600 gold (about 2 kills or a few waves), ganking them starts become a liability as one simple screw up can lead to their death anyway, and in worst case scenarios, both the jungler and the laner could die. While I realize this is a nuclear example, there are situations where your lane is simply far too behind for even the jungler to save anyway. And you can't blame it all on the Jungler for falling behind in the first place; too many times have I seen people die before the Jungler even gets to their second buff camp (seriously how do you manage this?!).
Finally, you have to consider a given champion's power spikes. Many AD/Auto attack champions are PHENOMENAL mid to late game tower destroyers, for example. Their contribution to the team is to destroy towers quickly and gain objective control, rather than kill gold. Not just FF junglers btw, some Elder Lizard Junglers apply to this as well. You need to give them the opportunity to get their items before you can ask much else, especially considering they often lack the CC to devote themselves to banking early.
Look, I sympathize with you, Junglers who clearly don't know what they're doing and farm forever even in the face of incredibly easy ganks can all die to Teemo shrooms for all I care, but there are often reasons behind these things.
