windspeaker blessing Vlad
Sometimes I don't get this mastery. In-game it reads like "increases allies protections etc". But in the mastery page it says my heals and shields are stronger. Are my heals stronger then if I play Vlad?

You get the 10% increase for self heals, just not the boost to resistances.
Windspeakers only works on ally heals and shields, so only get it on champs like sona, nami, janna etc.
You could go for runic affinity tho, it's early in the resolve tree and it increases your heals, shields, and self regen by 8%
If you wanna go deep into the cunning tree for that 45% CDR I'd get the thunderlords decree, but I think you're better off going 18/0/12 (maybe even 12/0/18, the resolve tree is strong)
