Riot, please explain to me why my ranked games are being ruined by people like this.

This ranked system is terrible, I got into a game in silver 2 and had someone lock in Fizz and feed a Katarina, an easy matchup. I looked up this guy and found that he had barely hit level 30, did not have a full page of runes, was doing his placements, and only did BOTS for the majority of his games! What the heck, riot???! This is RUINING games!
