How do you think this is ok riot?
Sitting right next to my fucking tank, at full hp, and he fucking flies in with a single god damn item, and nearly one shots me. And flash isn't even enough to get out of his fucking fear range either.
How can you even claim to have a balance team at this point?

Nocturne has been crap for years. As someone who bought him as his first champion and has played him since then regardless of how bad he was in the "meta" I am actually really happy with where he's at at the moment. There's so much counter play to him that it's nice to see other people finding ways around it and making him viable.

Are you AD? Buy a smidge of health and stop being alone. Are you AP? Buy a banshees veil or a zhonyas. Are you a squishy who falls under neither of these categories? Always travel with the group.
It also depends on if his tank was actually "right next" to him, cause as a nocturne player it sounds like the tank was far enough away that noc had time to fly in and delete him before they could react, and might I ask what the single item was? cause a level 6 noc shouldn't have just one item
