It's hard to tell if this was used in chat, or if it's a club name, etc, but I highly recommend you send an unedited version of this screenshot to Riot Support. You'll be helping out the community by reporting someone toxic, while also giving Riot some indication as to what they need to look out for now :)
it doesn't bypass the IFS when used ingame. IFS is smarter than you think.
It might when used in post game screen, and there's always manual reviews for that.

IFS has a lot of phrases that aren't censored just to bait people into using it in game to be banned.
if you report it, the IFS will start learning how people are getting around it. For example, people used to misspell the n word by a letter or two so they wouldn't get caught but the IFS learned it and now detects those misspellings and punishes.
Just give it time and report when you see people using ways to get around the IFS.
