Heimerdinger Balance Option

What if instead of having a full 360 degree range around the turret to shoot. Heimerdinger's turrets have a cone range (which the angle of the arc could be decided later). Currently he is a really strange champion to lane against and is seen mostly in Top lane where the meta has it set up so no one can really do much against him. Even ranged champions have trouble. He is also seen in bot lane as a support and takes up farm from his carries. All of this could be solved if his turrets had a set arc range to shoot from. He would still be just as powerful and would have to be more aware of his surroundings.
