Why does poppy do insane amount of damage

A champion with this much CC and bulkier than garen with shields shouldn't be able to do this much damage..
I think she needs another nerf.
POPPY SHOULD BE NERFED!! POINT BLANK!! If QUINN had to be nerfed THEN SO SHOULD SHE!!!
She's definitely a strong pick in many roles including support.
Poppy is like Renekton, strong early but falls of late damage wise. A good Poppy player will learn to change their play style when the game transitions from early to mid to late. Early to mid, you need to be cautious around her. Fight her like you would a Vayne, stay away from walls and maneuver around her Q. Her damage comes from a single combo. the E-Q combo. Poke her when the shield is down or punish her for trying to retrieve it when she throws it.
if your letting yourself get stunned into walls over and over and over gain and again then you deserve to lose lane against her plain and simple. If your not learning from your mistake and not staying away from the walls then you don;t deserve to beat her.
Late game is when Poppy's damage starts to fall off, Poppy players have to transition from relying on her damage to relying on her utility. W becomes a powerful engage shield, stopping dash champs from getting to yours carry's. E is a power engage or a peel skill, again, stay away from walls to stop her from engaging. R when used properly can save your team or even the odds of a team fight. and her Q offers a little bit of CC damage but not alot honestly, late game it doesn't do much.
She's not over powered and her damage s not a problem, you just have to play smart. She really shines against all AD team comps because she can stack armor AND Damage without having to worry about MR. If you play stupidly in lane and allow her to feed of you then your going to have serious problems late game. But if you play smart and keep her power in check that mid game Power spike will never happen and she;ll be shut down fora good portion of late game until she finds away to catch back up.
She's not an overpowered champion. IMO she is fairly balanced and people just don't know how to counter her. My points: -her shield is conditional -her cc is conditional + semi-skillshot -her q is a skillshot -her ult is a skillshot with a decent cooldown + needs to charge to be super effective -her w is based off of timing + the opposing team's composition.
Yes, her base damages are high, but unless you build ad then they fall off heavily late game. If you build ad then she remains squishy. An off-tank build is optional and viable, but that depends solely on the situation.
Plus, which role are you concerned about. In a support role she isn't exactly a top pick. Jungle is good but needs the right player, and top is also good, but you can destroy her shield and dodge her skillshots.
It's okay because the Poppys you are playing against are building damage. So they do damage. It's okay because other champions can make their attacks AoE and ignore 40% armor or gain infinite bonus damage. It's okay because you have to be by a wall to get CC'ed while other champions can do it anywhere and on a lower cooldown.
I mean have you actually looked at her kit? Her passive that you are complaining about is 20+10xL damage on a long static CD.

In what role specifically? Top, jungle, or support? Is it her base damage that's too high, or the scaling?

Just play another tank into her. Nautilus support destroys poppy in my experience. She literally can't do anything early except get slowed and killed by your adc. Her previous nerfs were enough imo. Right now there are much stronger picks than poppy although she isnt bad.
I would recommend playing her for a bit to learn how to combat her better.
