vlad has an aoe zed ult that also boost his allies dmg

I think you should reread the difference between the ults. Anyways, different champions have different kits. Don't compare the two, since they do different jobs.

tbh vlad ult is literally magic dmg aoe zed ult + dfg, so why is he not considered op? he has a relatively safe lane when in top lane and good sustain and is ranged and has a good late game. just to be clear i have maybe 10 zed games over this last year or so im just a bit confused as to why people dont like zed ult but vlad ult is fine

You clearly don't understand the ult at all. Its an Aoe that applies a debuff that increases all incoming damage by 12% and at the end it pops for a set damage. It doesn't get amplified by incoming abilities or anything. Also vlad has a very exploitable early game and gets hard countered by and . Try playing vlad against people and you'll see how wrong your statement is.
