Should LeBlanc's dash speed be lowered?

Once again, people are saying is overpowered. While I'm not certain if she is or not, I have always found her frustrating to play against. Huge mobility, and massive nearly instantaneous burst? Anyways, I was wondering if it would be healthy to lower her dash speed. This would allow for a larger chance to react, and a greater likelyhood of trading damage with her when she rushes towards you. Thoughts?

She has to give up something for her incredible mobility and insane burst potential while still offering CC and a really low CD ult. Maybe half her W range like Kassadin?

Her actual dash speed is pretty slow already.

Her ult needs to either do less damage (pbe) or needs a longer cd early on

I think the option to return on her dash should be reserve for her ult dash.
