Seriously, no one takes it as future's market and magical footwear are infinitely better than just some tool for those who have the disability to last hit. Either rework it or replace it with something useful.
I dont understand the 10 sec cd on using it between minions, if not for that, you could pop up a whole wave at least...
It's for the bonus damage against that minion type. If properly used it allows champions like taliyah to clear minion waves with a single q mid game.
It's used on some roaming champions.
