What if a 4 Stack Tibbers terrified enemy champions instead of stunned them?

tibbers has enough counterplay with the mobility creep and garbage servers as it is. see enemy annie... don't bunch up... so easy the bots know not to do it.
what about knock up instead of stun :)
Seriously? We're trying to nerf Annie of all characters? The community is on some stuff recently.
I'd... actually be okay with this.
Then tibbers would do less damage because some of the enemy players might run out of the AoE.
Only if you let Annie cast E on her allies.
I'd rather see a fear on Kalista. Like her ult or something. Maybe instead of a knock-up on her ult, she can have an AoE fear. Thematically, it'd make sense.
Actual that would be quite fun. A weaker setup, but stronger on its own.
