Why is there no reporting category for cheating?

Ok so I just had a game where I highly suspect I was being DDOS'ed. And I KNOW it was my internet connection or anything like that. I've played hundreds of games on this internet connection and not had one single problem. My last game I got the "trying to reconnect" page serveral times. And it wasn't the freezing page, but I could tell that the response time was way off sometimes when i used a spell.

There needs to be a way to report these kinds of things so Riot can remove these kinds of players who just ruin the game.
