Different ping on different accounts
I was banned for.. a long time lets just say that. I got my account back but my pings is anywhere between 34-48 or even 60 at times, when I was forced to play on another account which I kept silver for a long time, it was locked at 32 ping sometimes even 30. How is this possible? I myself have several theories.

My main (this one) has a lottttt of champs and like 20 something skins. More game information on shitty pc = higher ping?

This account is bronze. (I have shitttyyyyyy pc) integrated graphics, athlon x2 5000 and 2g of ram. I have a HUGE upgrade coming late august and silver will be easy to obtain for obvious reasons. It is my fault it is just too frustrating for long term play. In summary of #2, I think riot may give bronze accounts who have been hardstuck for years, higher ping.
((upgrading to ryzen 5 1600, gtx 1060 (3g), and 8gb of ddr4 ram. silver and gold are coming soon for me fosho. 100 fps increase at least))
- My account is just over three years old with over 3000 hours played and SEVERE penalties. You can not have an account in a worse state than mine. Trust me. riot may optimize server for players with better behavior or who climb faster. Or who spend more money than I do.
My questions to you: What do you think about this? Is this fixable? or reversible if it is behavior or elo-time ratio? Do you have any experience with this phenomenon? Do you have suggestions? Is it my ram? Or something else? Feel free to say whatever you want. This is just a guideline.
