How to buff Tahm Kenchup without making him broken or increasing damage.

We all know Tahm kench is shitty right know,at all roles and with all builds,he holds the biggest decision making in the game with his mouth. Riot also knows hes underperforming,and every buff can make him become a serious problem. why not buff him utility wise? personally when i play this fucker this is the most frustrating thing i can ever think of. Remove the tiny cast time on his E,but keep for animation just for the style. This will give tahm players more opportunity to survive death-deciding situations
