Sejuani Ult?

Is it intended behavior that Sejuani's ult is not supposed to create the storm if cast point blank? If its not intended, then its definitely bugged. Otherwise, I don't believe the wording on the tooltip is clear enough, because in the second sentence it doesn't state that the bola travel a particular range in order to create the storm (upon collision or reaching maximum range, creating a storm...).

"The bola's base damage increases the further it travels and can stun for up to 2 seconds if it travels far enough.
