countering illaoi and her upsettingly powerful abilities. please advise

for context I am a low-level player and I acknowledge that skill and know-how can make the difference in situations like these. but PERSONALLY, this shit is ridiculous. illaoi has both ranged and melee attacks and her lane presence is suffocating. those tentacles pop up faster than i can destroy them, and if I'm unlucky enough to get caught by her E early game i'm essentially fucked. if she gets one or two kills in lane she's essentially at a point where you can't do anything about her. don't understand how to counter her with anything less tanky than ornn or less mobile than ekko. :(
