Ekko felt great before preseason, now he feels just weak

The damage buff to monsters really improved Ekko in the jungle, but since you can't use 15% AS runes anymore he just feels really slow and clunky to use. Not only does this weaken his jungle performance again, it also feels awkward when playing him mid or top.

He's not weak at all if you use Electrocute. Easy to do 3 skill procs.
