Do you get higher rank the more you wait?

It's really only the fact that ranked resets also reset your mmr so you have a high chance of being with or against a player with a lot more knowledge than you, giving a bigger chance to lose. Your friend waited a bit before entering so he was able to get matched with players around his skill level, so it's possible that waiting a while is the best option and leads to better chances.
