So why is it when I have a leaver penalty and the game cannot be found the timer gets reset?

So why is it when I have a leaver penalty and the game cannot be found the timer gets reset? This makes no sense. Can you please change this riot?

This is obnoxious. I have waited 40 minutes worth of time only to not be able to accept the game or have it say the game is not found. Can you please change it so that it doesnt allow you to play for the set time after the match instead of this ridiculous system.
