She has slows, poke, and a stun at 6. She's basically a worse Sona with vision instead of heal+shield. It's actually reasonably effective against short ranged bot lanes. She's no Thresh or anything but it can be fun if she's not Bronze.

Why not? She has a spammable large AOE slow, an ability that's a cross map ward that can both scout objectives and provide vision, and a global range stun that can be used for peel/disengage.

Seriously though, it's cause Ashe is supposed to be one of their "utility" carries, so they put her as secondary support. Ashe can't quite put out the same damage as Tristana/Vayne and the like, but she provides other things that sometimes make it worth picking her.

That's because her secondary role is support.

Honestly secondary roles need to be looked at and either removed or completely redone. There are plenty of cases like Ashe where the secondary made sense a long time ago, but after skill changes and general game evolution they seem completely ridiculous.

Because she actually functions very well on a limited amount of gold. Her high utility and long range make her excellent at poking, harassing, and setting up kills. It's a little unorthodox and doesn't do as well in the tank support meta, but it certainly has a lot of strengths.

Ashe is not a support in a traditional sense. She isn't a champion you would typically take in a low-income supportive role the same way you would Janna, Braum, Leona, Taric, Nami, etc.

Instead, she is a supportive marksmen. While she is reliant on items to deal damage (and thus reliant on accumulating gold), her kit provides a significant amount of innate utility. She provides an AOE Slow, on-hit slow, a global vision tool and a global stun, which can be extremely useful.
