What about honor capsules?

Personally, I only got a honor capsule shortly after getting honor 4, and one at honor 5. Haven't had one since, and it has been a while since I reached level 5. How is this supposed to work? Are you supposed to get capsules after you get lots of honors (have I not been getting enough)? Is it just luck?

I think its just bad luck on your end, but good news is that I read somewhere that the minimum is one capsule ever 2 months.
