Why not just make everyones cooldowns lower and remove the cdr items?

Everyone can work 40% cdr into their build regardless of who or what they are why even have the damn stat? You don't have to go out of your way and sacrifice to get it, even adcs who should be more worried about auto attacking then casting abilities can get 40% cdr and become just another caster and are all the better for doing it.
