Is there anything ever coming for people who get quitters on their team? Tired of losing 100s of LP

I know it will fall on deaf ears, but I am getting a little sick of people quitting on games and the rest of the team getting screwed. I have had 7 people quit in my last 11 ranked games. Most before even 10 min into the game, I think the most insulting was the back to back quitters in my promo to go to Plat 4, so instead of having a chance at promotion, I go down to 50 LP. Then play a few games where no one quits, then 3 more quitters down to 0 LP. So today I try to play yet again in ranked... and our Jinx quits at level 5 not even 6 min into the game. We hung on for 40 min but still lost the game...

The champ mastery system is neat and all but I thought we were promised something was going to be done about the leavers/AFKers/Rage quitters.... I don't have a super lot of time to play each week as I have a highly demanding job and its frustrating to sit down to play my pass time to play every friggen game 4v5. Yes you may RARELY win a 4v5 but its so stacked against you it almost never happens.

Has anyone else run into this issue? Its driving me insane that I can't get even 3 games in a row without a quitter. Its still an issue if they are on the other team... this freelo crap is stupid and old. What ever happened to games being wiped out if someone quit early or never joined, I wouldn't even mind if I lost a few points 0-5? but losing 17-21 points for someone else choosing to quit is getting out of hand, even if I take the low end of the range, I've lost 120ish LP to 4v5 games in the last two weeks. Something needs to be done to punish all these leavers, I understand that sometimes RL comes up, but that doesn't help me not lose 20+ LP for someone else bailing on the game that was started.
